In the spring, the developers of the National Center for Informatization (NCI), which is part of the state corporation Rostek, introduced a new distribution of the "domestic" operating system, called "OS" - simply and without embarrassment. Owing to security and reliability, the OS immediately attracted the attention of some government agencies that expressed a desire to get it for use, and the developers reported that they were preparing the program for registration in a single register of domestic software, but this gave rise to overlays.
The fact that the operating system was "not enough domestic", told the publication of "Vedomosti" one of the members of the expert council of the Ministry of Communications. The Board is involved in the inclusion of software in the registry, but in order for the procedure to be completed, the developers must provide all the necessary documents within 30 days. The company NCI did not do this, so its application was rejected. In addition, there was no evidence that the NCI has exclusive rights to software, but this can not be done, because OS is based on CentOS and Fedora, both owned by the American company RedHat.
The operating system consists of 1257 packages, 799 of which are taken from Fedora, 7 more are added from CentOS without any changes. Own packages in the OS are only 19, while some of them are responsible for the design of the software shell. Some borrowed packages also contain changes, but they mostly consist in removing references to CentOS and RedHat from them. In addition, they have small changes in the settings.
Developers from the NCI are confident that everything was done right, because the operating system is based on open source software, but it also contains modules of its own design, so they will soon plan to submit a new application for inclusion in the registry.
